በዞኑ አቅም ግንባታ ፖሊሲ፣ስትራቴጂና ፕሮግራሞችን በመተግበር ቀልጣፋና ውጤታማ ሲቪል ሰርቪስ በመገንባት የሁሉንም የልማት ሃይሎች የማስፈጸም አቅም በማጎልበት ቀጣይነት ላለው ፈጣን የኢኮኖሚ ልማትና ድህነት ቅነሳ ግብ መሳካት አስተዋጽኦ የሚያደርግ ህብረተሰብ እንዲፈጠር ማድረግ፡፡ |

 As per the program and strategy designed to ensure multidimensional development throughout the entire multitude of Zonal society, the Sidama Zone capacity building department is, significantly, bearing the responsibility to gearing and accelerating the pace of economic and social development through the capacity building programs and packages.
In other terms, to catch up with the dynamic nature of global affairs, it is very important and becomes the question of survival to have the capacitated productive human resources.
At the center of good governance, democracy, and development the capacity building program is boldly marked as the device of development enhancement.
In more specific terms, the Reform Programs P/R Core Business Process deals, particularly, with Civil Service Reform, Justice System Reform, District Package, and Engineering Capacity Building Programs.
The concern of each program lies along with effective and efficient service delivery, fair treatment of citizens, stabilizing good governance and ensuring sustained and consistent economic growth, and promoting cost–effective technology for infrastructure development respectively.
