The end goal of every government unquestionably is to consolidate societal satisfaction and the wellbeing of the nation. To attain the advanced life standard, economic development accompanied by good governance would be the sole means. This improvement results from the integrated performances of various sectors. At the centre of the Ethiopian economic development program, capacitating the executives and promoting the expertise skill is highly bold marked as the means to tackle the problem of under employment & mistreatment of clients in the process of service delivery.
The newly propagated Reform programs and projects begin creating outlook changes towards critical thinking of political, democratic, social and economic aspects.
Thus, the Reform program is likely to bring about positive changes in the intended areas; and still different trainings are conducted so as to make public servants capable of doing these jobs.
In connection, the rural districts, hierarchically, the grass root administrative levels (Kebele&Villages) are aware of their duties and democratic rights. Participatory approach is also pronounced within the society. It is, therefore, the Reform program that would ensure sustained and qualified economic development and political ideology (democracy).
